Community Employment Supervisor and Administrator


Salary


€22,000 per annum (24.5 hours per week)

Purpose of the Role


The Community Employment Supervisor is responsible for the efficient and effective management of the scheme’s human, financial, and material resources. This includes delivering quality training and development opportunities for CE participants, supporting them in building skills and securing recognised qualifications that prepare them for meaningful employment. The role has been expanded to include administrative support at Hawk’s Well Theatre.


Key Responsibilities


1. Administration & Scheme Operations


- Implement and maintain effective timekeeping systems for participants
- Ensure the security of equipment and other scheme assets
- Liaise with the Department of Social Protection (DSP) Officer and other relevant bodies
- Maintain up-to-date participant records and scheme documentation
- Support the day-to-day administration of the project


2. Finance & Clerical Support
- Process and track invoices, petty cash, and scheme-related payments
- Maintain accurate financial records in line with CE and DSP procedures
- Liaise with the sponsoring organisation on financial compliance and reporting
- Support payroll administration


3. Participant Development & Training


- Conduct individual learning needs assessments and develop Individual Learner Plans (ILPs)
- Enter Individual Learner Plan details and updates on Welfare Partners system
- Source and coordinate cost-effective training opportunities in line with procurement guidelines
- Ensure participants access training leading to recognised qualifications (e.g., Major Awards on the NFQ or industry standards)
- Organise and monitor internal and external work placements
- Maintain and update training records
- Report regularly on participant progress and development to the Sponsoring Organisation


Person Specification


Essential Requirements


- Experience in a Community Employment Scheme (as a supervisor, assistant, or related support role)



OR


- substantial experience in administration, finance, or clerical support roles
- Strong organisational and time management skills
- Excellent written and verbal communication abilities
- Proven ability to work independently and as part of a team
- Demonstrated ability to coach, support and motivate individuals
- Comfortable working with people from diverse backgrounds and experiences
- Proficient in Microsoft Office Suite (Word, Excel, Outlook)
- Strong record-keeping and attention to detail
- Experience handling sensitive or confidential information


Desirable Requirements


- Experience in training coordination or supporting others in learning/development
- Familiarity with Welfare Partners or other DSP systems
- Understanding of CE programme guidelines and reporting structure
- Experience managing budgets or petty cash in an organisational context
- An interest in community development or social inclusion
